Man killed in D.C. Metro crash ordered jets above Capitol on 9/11
The correct headline should read:
Man killed in D.C. Metro crash failed to order jets above Capital on 9/11 until it was too late
The Capitol is a building. The Capital is the city in which the Capitol is built.
